Scheduled posts publish automatically on Railway again
The in-process publish scheduler now starts when the web server boots on Railway.
Scheduled posts were not going out because the publish scheduler was never started on server boot, even though health checks reported it as enabled. The web server now starts the in-process scheduler on Railway so due posts publish within about a minute without a separate cron worker.
