Saved posts keep carousel slide order
Carousel slides stay in the saved order when a post is loaded, including slides with no order number.
Posts loaded for publishing now sort carousel slides by the order you saved. Slides without an order number stay at the end instead of jumping ahead. This matches the order already used on the post page and in the scheduler.
